Why We’re Organizing
Indianapolis is preparing to launch its Winter Contingency Plan on November 1, 2025—but the people who walk alongside unhoused neighbors each day have once again been excluded from the process.
Grassroots organizations like Allies for Humanity have been left out of planning meetings.
Our unhoused neighbors have not been invited to help shape the plan.
And the City’s approach risks repeating a familiar cycle:
❌ Confusion, crisis, and control
✅ When what we need is: collaboration, care, and clarity.
We’re also tracking a new initiative—Streets to Home—that promises change but follows the same pattern of closed-door decisions, lack of accountability, and no lived-experience leadership.
These are not oversights.
They are systemic choices.
And we refuse to let this silence stand.
What We’re Calling For
We believe in a winter response rooted in dignity—not delay. Our coalition is calling for:
✅ Immediate public release of the 2025–26 Winter Contingency Plan
✅ A family overflow shelter with hot meals, showers, transport, and on-site staff
✅ Inclusion of grassroots and unhoused voices in all planning spaces
✅ Reliable citywide protocols for emergency weather response
✅ Full transparency and public accountability for both the Winter Plan and Streets to Home
Because policy built in silence will not bring safety.
Only truth, trust, and togetherness can do that.
